In late 2008, Speaker Pelosi publicly stated that she wasn’t sure climate change legislation was going to move in the House in 2009.  FieldWorks and EDAF immediately began an aggressive constituent contact and visibility effort to put pressure on the Speaker. We identified six key Congressional districts, where organizers were setup to generate postcards from constituents to drop off at district offices and to generate phone calls from voters on the streets. In addition to this, organizers strategically targeted events where there would be influentials and other people who would go directly to the members. We also targeted the events where members themselves were in attendance.  After a four-week program, the Speaker announced that legislation would be moving in 2009.
